I've tried to find sites that are primarily, if not totally, copyright friendly. (Copy-left, free, creative commons licensing and so on.) Please read any licensing requirements carefully though. You're responsible for proper use of other people's music and sound files.

• Jamendo Free & Royalty Free music downloads. A great first stop.
• SoundGator -  100's of free sound clips to download or embed. 
• FindSounds - Search the Web for Sounds

  Search engine for sound files. Not necessarily copyright free sound files, but seems to be a good search tool.

• opsound: free love, free music

  "Musicians and sound artists are invited to add their work to the Opsound pool using a copyleft license developed by Creative Commons. Listeners are invited to download, share, remix, and reimagine."

• ArtistServer - lots and lots of music.

• ccMixter  - Community music site with lots of remixed music. Check the licensing on the tracks you want to use.

• MusOpen - Focuses on classical music. Easy to download tracks.

  Tons of sound files. Need the sound of a fast train or a sea lion roaring or..?  They've got it! (need to set up free account to download)

   Register as a podcaster for access to a wide variety of music. (need to set up free account to download)

• Soundsnap.com: Find and Share Free Sound Effects and Loops

  Sound files. Lots and lots of them! From the sounds of water lapping on stones to the sound of a UFO. (No Longer FREE!!!!)
